computers consist of urban traffic control cells plus other computers running background
applications. Initially there is one background computer for remote monitoring, but the
system is designed to allow other background channels to be added later. The applications
computers are connected to commercial routers via an Ethernet. The routers are connected
to instation modems which communicate with the outstations over leased lines.
