    - The concept of economies of scale defined as the reductions in production costs and increases in productivity and efficiency that come about through increases in the size (scale) of production possibilities can also be applied to municipalities providing social services. In other words, large scale municipalities serving greater number of population and wider geographic area can obtain financial sources at better conditions and hence necessary vehicles, machines and qualified personnel required for the contemporary investments and expected services. The main aim of the study is to determine the scale structure of municipalities in the Turkish Republic of Northern Cyprus (TRNC) with particular emphasis on it financial dimension and makerecommendations accordingly in order to increase productivity and efficiency of municipal services.In this respect, secondary and primary data including face-to-face questionnaire method has beenutilized. As a conclusion of this study, it has been found that majority of municipalities (almost 70 %) are as small-scale rural municipalities. Therefore, these municipalities having limited and insufficient state contributions and equity capital face serious problem such as improper financial statements and insufficient collateral in getting access to domestic and external sources. Because of this financial bottleneck, rural municipalities cannot optimally finance essential infrastructure and superstructure needed to perform their basic functions of health, veterinary medicine, development and construction of public facilities, and social and cultural activities. Merging Municipalities and/or achieving active collaboration and solidarity between them seem as the best strategic tools to solve these crucial problems resulting mainly from small scale structure.
